In this week's speech, Bush again will call on the world to address what he views as another global threat, the proliferation of those weapons. Bush will emphasize the need to strengthen missile defense, intelligence and coordination between nations, the senior official said.

The official said Bush will argue that the September 11 attacks showed "what 19 people could do with planes and box cutters" and forced him to see the world "through a different prism."

The president also will say that weapons of mass destruction during the Cold War -- particularly nuclear ones -- were seen as "the weapon of last resort" but that those weapons are seen as "a first resort" for today's terrorists, the official says.

Perhaps he needs to see the world through a different prison.

The president will say the tactics of containment and deterrence are ineffective in this era, according to the official.

Bush is set to highlight two sources of weapons proliferation. The first will include dangerous and secretive regimes such as Iran and North Korea, countries the president labeled as part of the "axis of evil," along with Iraq, in his 2002 State of the Union speech. The second will be black market entrepreneurs such as Abdul Qadeer Khan, the Pakistani scientist who turned over nuclear secrets to Iran, North Korea and Libya.


And I sure hope he addresses the reason he supports the pardon of Mr. Khan. But I won't be holding my breath.

Bush also will highlight the difficulties in allowing countries to use technology for nuclear reprocessing and enrichment, such as Iran's power plant program, that can turn into a ruse for building nuclear bombs, the official said.

There you go. We'll now start telling other countries what kind of energy programs they can and cannot have.

....but hey, do what you want....you will anyway.
