Representative Janklow killed a man on a motorcycle due to excessive speed and running a stop sign. Testimony at trial revealed he was famous for speeding, and even seemed to be proud of it. He was convicted of manslaughter and is appealing his case. Sentencing is to be set in a couple weeks.
In addition to a report detailing Rep. Bill Janklow's traffic stops over the years, Gov. Mike Rounds said he asked the South Dakota Highway Patrol to prepare a second report explaining why officers did not follow up with citations.
...Janklow received 12 speeding tickets before 1994 but none since.
Rather than releasing the full report, Rounds said he is inclined to release a summary of its findings, especially if they disclose Janklow received preferential treatment from law enforcement officials. He said he leans toward giving the troopers mentioned in the report anonymity.
"If I go to highway patrolmen and make a request for a report that I will make public about whether you did anything improper, what kind of report do you think I would get?" Rounds said.
...Rounds surmised that Highway Patrol officers, far from being intimidated, probably viewed [then Representative] Janklow as a fellow law enforcement official.
"Remember, they're working together," he said. "In any case, if people see a governor, they say, 'If you're moving quickly, there must be a reason.'" article
