What oil revenues?

As a follow-up to my post on Herbert Docena's article about who's going to be paying for Iraq's reconstruction, and the current "Donors' Conference" in Madrid where we are looking to get other countries to help pay, here's an interesting article.

The report reveals that billions of dollars of Iraqi oil money, transferred to the US-controlled Coalition Provisional Authority (CPA), has effectively disappeared.

Christian Aid has been able to account for only $1 billion of the total $5 billion raised from Iraqi oil sales.


So, putting this piece of the puzzle into the earlier post's picture, things are looking a little funny. "Plan A" was to have Iraq pay for her own reconstruction with oil revenues. But we've heard that the oil pipelines are constantly being damaged by terrorists, so therefore, "Plan B" requires the U.S. taxpayers to come up with some $80 billion or so. But, since the taxpayers are balking, "Plan C" is asking other countries to donate funds.

Something stinks here.

....but hey, smell what you want....you will anyway.
