I guess it depends on what the meaning of "secure" is

Brig. Gen. Mark Hertling, assistant commander of the First Armored Division, which has overall responsibility for security in Baghdad, said there were indications that yesterday's suicide bombings were carried out by foreign fighters, perhaps from Syria.

"From a military standpoint, they are a bunch of amateurs," he said. "They are trying to indicate that Baghdad isn't secure, which couldn't be further from the truth."


Perhaps the General is one source of Bush's "objective" reports? And, with amateurs like that, who needs professionals?

I guess as long as the customer is buying the story, why tell the truth?
