Frankly, I think his mental problems are congenital, and a "stroke" would be a fine excuse for him simply being an idiot. In all his history, there's no evidence of his being anything but. (Well, an idiot and a mean, nasty, arrogant piece of squidge.) It seems pretty obvious that the man is medicated at least some of the time, but that could be for any number of reasons/conditions (drug addiction included).
Hey! Maybe that "unknown language" was the work of the Holy Spirit - speaking in tongues is a favorite miracle with the fundies.
Stop snorting, and quit reading disgusting rumors.
