...because that is the way they think.
What strikes me as truly stupid about that stance (beside the fact that it simply isn't true), is that, even if it were true, not doing something about the situation - or rather, continuing to make the matter worse - is a sure road to revolution. In fact, I'm pretty sure that many of the designers and supporters of welfare have not been supporting it out of the goodness of their hearts, but in the very wise realization that if masses of poor people are not given at least their basic needs, they will eventually rise up and take them.
