EU Council hammers out a constitution

What a monumental effort to organize many different countries into one body. I have to hand it to them for even trying. I suspect the only reason our 50 states manage as one body is because they are the product of imperial expansion, taking the empire's laws along, and not of an agreement amongst already established unique governments. (And even that almost "went south".)

I mean, the "founding fathers" didn't try to incorporate the Indian nations, some of whom had exemplary working democracies (eg. the Iroquois nations), into the nation they were building. (Perhaps because they didn't want an authentic participatory democracy.) Nor did they try to negotiate agreements with the Mexicans in the southern region.

I wonder if each state were sovereign whether we could then form a cohesive union. I doubt it. It would all come down to doing things the way the state with the armaments manufacturies wanted things done.
