Made possible by the efforts of the Chavez government opposition

Here's a good article by an American citizen living in Caracas on what is happening there, describing the referendum process and the activities of the opposition over the past several years.

Alan Cisco: Venezuela's opposition has good reason to be desperate

He concludes:

The author would like to thank his dear neighbors sympathetic to the opposition. Were it not for their blocking the entrance to his development with burning tires, and preventing his going to work, this article would not have been possible.

There is also a good article laying out more detail on the issues surrounding the referendum here.
