In the S.D. Congressman Bill Janklow murder conviction, U.S. Attorney Tom Heffelfinger has declared that Janklow was on duty at the time he drunkenly sped through a stop sign and killed a motorcyclist, and therefore, the responsible party for damages is....
....the Federal government. (Taxpayers.)
