It finally dawned on me - the meaning of "values voters." Values, as in K-Mart, Wal-Mart; the discount box stores are always advertising values. And they always have cheaper quality goods packaged in bundles labeled "value pack." Their shoppers must be the values voters.
I may not be fast, but I get there.
