Speaking of Kimmitt-speak

Responding to the outrage over U.S. blasting a wedding party...

Kimmitt conceded that four to six women may have died in a US air strike that the military said targeted foreign fighters in western Iraq earlier this week but insisted ground troops did not "shoot women and children."

There must be a technicality in there that I'm not grasping. Is it better to die from an air strike than being shot by ground troops?
