I am going to be much in agreement with John-Paul at everythingsruined on this one:
Tim Noah says Al Qaeda wants a clash of civilizations so it's in their interest to get Bush elected. I've heard elsewhere that Al Qaeda, or at least bin Laden, wants the US out of the Middle East--in which case, I guess, it would be in their interest to get Nader elected. Tim Noah thinks that Ashcroft thinks that bin Laden thinks that Kerry would be "soft" on Iraq which makes Ashcroft think that bin Laden wants Bush to lose the election. I think everyone's thinking too much about this.
...It's very possible that Ashcroft and other Bushies are scared that bin Laden wants Kerry to win. It's also possible that the Bushies think a paranoid electorate will vote Bush. It's also possible that the Bushies don't know what's going to happen and would rather err on the side of caution--if only so they can say "We did warn you" after an attack. (I think that's the only lesson of the 9/11 Commission. Next time they get a memo, they'll speak up.) I don't think the Bushies have a coherent agenda either. They just want to stay in power and protect themselves.

I think this whole issue is up for grabs. There are too many possible angles, as John-Paul suggests.
