CentCom Deputy Commander Lance Smith is telling Sen. Warner that interrogation rules as they stand now state that any dogs must be muzzled and under control (which begs the question of why you would have dogs in interrogations in the first place, doesn't it?), and that he doesn't know where things broke down.
