While there may be something to that, I think the explanation is simpler: Bush was going to start a war, and he wanted some way to blame it on Saddam. He confirms this himself later in the speech:
Should Saddam Hussein choose confrontation, the American people can know that every measure has been taken to avoid war, and every measure will be taken to win it.
While I respect Bob's non-paranoid postings very much (and perhaps I link to them so often in an attempt to soften some of my own hard-line ranting), and I think he is absolutely on the money with this analysis of His Slowliness' mental make-up, I don't think the little emperor is actually "in the know" on much of his foreign policy. I'm not sure how much of what they do goes on around him, but I expect it's a lot. He brags about not reading. And about not getting up early. I think those things are true. But he's mean. And vindictive. So, I expect he can be led to authorize just about anything they want done if it fits his mean-spirited sense of vengeance. I also think the CIA runs things in whatever way they see fit, presidents be damned. The fact that George Sr. was CIA makes the whole thing that much more intriguing, in my estimation.
In sum, there are lots of things going on here. It's complex. And it all fits together in a giant puzzle. George's hard-on for war (for a number of reasons - all personally aggrandizing), arms deals, perpetual war, oil, power, even fundamentalist religion.
Something for everybody.
