Rumsfeld releases detainee numbers

And the Washington Post helps him put them in the best possible light, with slanted language (as in...the number of detainees released and then "re-arrested on the battlefield: at least 12" - at least). Let me just comment on this one:
Number of U.S. servicemen and servicewomen found to have treated detainees illegally: Less than 0.1 percent, which works out to fewer than 525. Actually, about 130 have been punished as a result of investigations.
  WaPo AP article
Wow. Fewer than 525 of our servicemen and women have treated detainees illegally.

I'm supposed to feel encouraged by that?

And why were only 130 punished? The rest are still waiting for their punishment I suppose.
