More Mad Cow

The United States reached out on Saturday to its major trading partners, including Japan and South Korea, to assure them that U.S. beef was safe despite the discovery of a second U.S. case of mad cow disease.

The U.S. Agriculture Department on Friday confirmed the new case of bovine spongiform encephalopathy (BSE), the first in an adult beef cow apparently born in the United States.

I don't quite get it. If you have two cases, and you aren't even testing every single animal, wouldn't it seem much more likely that you have more unverified cases? How do you assure someone something is safe after you present them with two unsafe cases?

....but hey, do what you want....you will anyway.
