Which means an American-led process since the IGC is an American-made council.
The regulations drafted with the aid of US government lawyers pointedly take an approach different from the rules used for tribunals dealing with cases from Sierra Leone, Rwanda and the former Yugoslavia, reflecting the Bush Administration's distaste for any direct UN role in the process.
The new rules allow the council to appoint international judicial experts as well as Iraqi judges in cases "it deems necessary".
...Despite calls for his swift trial and execution, Saddam is reportedly likely to spend months, if not years, in isolation as US military and CIA officials interrogate him.
We shall see. At least they can hang onto him long enough to haul him into view "as necessary" for the reSelection campaign.
