Hillraiser Busted in Colorado

Big time Democratic campaign donor Norman Hsu didn't get as far as Hong Kong after all. The Feds arrested him in Colorado. (At St. Mary's hospital in Grand Junction. ???)

The story says he was charged with unlawful flight to avoid prosecution, but that those charges would be dropped once he was returned to California. I don't get it. He fled. He didn't go back of his own volition. Why would those charges be dropped?
