The Pentagon is preparing to build its first base for U.S. forces near the Iraqi-Iranian border, in a major new effort to curb the flow of advanced Iranian weaponry to Shiite militants across Iraq.
Or to be a handy place from which to launch missions into Iran, more like.
I can see that if one were planning to invade another country from an adjacent one, one would not want the adjacent one to be independently run (handed over to the Iraqis in this case) before the bases were built and utilized.
....but hey, do what you want....you will anyway.
