Airport Cover-Up

If you are flying into Dallas, you might want to know that whistleblowers have brought charges against the air traffic contollers for the second time in as many years. First, they were changing the way they reported near misses so their safety record looked better, and now it appears they are blaming near misses on pilot error. (I wonder how the pilots responded to that revelation.) It is alleged that the idea for these cover-ups comes directly from the FAA. Is there no federal agency that's clean?
