Can we vote on this? It's really one of the worst flaws in our system, from my viewpoint.

They do this shit all the time. The two things have nothing to do with each other. It's a convenient way to get otherwise unpassable legislation on the books. A way to bargain and threaten. Sheer politics. How's that good for the country?
If a measure won't stand on its own, then it shouldn't be passed into law.
....but hey, do what you want....you will anyway.
