Torture

The CIA is arguing against the proposal to require them to follow the Army Field Manual's regulations on interrogations, and White House spokestool Tony Fratto says that the administration is keen on keeping waterboarding legal, but only useable with the president's approval. I don't think I need to comment on that.

Fratto also seems to be saying that the AG (presumably Ashcroft) specifically approved the use of waterboarding. This is what we knew all along - that Bush's claim that we don't torture has always been based on his DOJ claiming torture to be legal.
