[...] However, so long as Qaddafi is in power, NATO must maintain its operations so that civilians remain protected and the pressure on the regime builds.”So we don’t have a mandate to remove Qaddafi by force, but we’ll use military operations to build pressure on his regime until he is out of power. I totally see the distinction.
