Of course that is exactly what it is intended to do. If they can't take abortion rights away outright, they'll go at them bit by bit.
This bill was titled "Unborn Victim of Violence Act".
If you ask me, and you didn't, the whole issue of abortion in terms of government and laws must be viewed in terms of a government's responsibility to its citizens. Government and laws cover the citizens of the governed state. Are the "unborn" citizens?
Unborn victim.
While we are systematically blowing the arms and legs off those already born in other countries. And sysematically reducing health care and educational benefits to those in this one.
....but hey, do what you want....you will anyway.
